A Parkland man was arrested on two felony charges following an investigation into the alleged exploitation of a 75-year-old man, authorities said.
Igor Shlafman faces charges of exploitation of an elderly person over $100,000 and unlawfully filing false documents, according to a joint announcement from the Broward County Property Appraiser’s Office and the Broward Sheriff’s Office.
The case began after the Florida Department of Children and Families alerted the Property Appraiser’s Office to suspected exploitation. The agency’s Crimes Against Property Unit, which includes sheriff’s detectives and civilian investigators, launched an investigation.
Authorities said the victim lived alone in a condominium in Hollywood that he inherited more than 40 years ago. In April 2024, DCF intervened and determined the man was in an extremely fragile condition and lacked the mental capacity to make decisions or care for himself. A professional evaluation later confirmed he had a cognitive impairment.
Investigators allege that on June 5, 2024, the victim signed a quitclaim deed prepared by Shlafman, transferring ownership of the condominium to a company he managed, ID Investors, LLC. The deed was recorded the following day.
The property was later sold for $180,000 on Aug. 28, 2025. Authorities allege the victim did not receive any of the proceeds from the sale, which totaled approximately $162,000 after costs.
During the investigation, officials said the victim had been relocated to a mobile home in Dania Beach. Detectives described the living conditions as nearly uninhabitable, citing debris throughout the home, inoperable kitchen appliances, a lack of food, and a sleeping area consisting of a box spring and soiled mattress.
Officials credited coordination between the Property Appraiser’s Office and the Broward Sheriff’s Office for leading to the arrest. They also acknowledged DCF for reporting the case and the Broward State Attorney’s Office for prosecuting it.
