On August 14, Parkland city commissioners unanimously approved initial plans for the development of a new, upscale community in Heron Bay.
Toll Brothers home builders received conditional approval from the city for their site plan on 21 acres of land west of Nob Hill Road and south of Trails End in Parkland. The developers plan to build 52 homes.
Commissioners also unanimously approved a rezoning and several other applications needed for the project to move forward, though additional approvals are required before construction can begin.
Officials said multiple conditions must also be met before the necessary permits can be granted.
Attorney Scott Backman, who represented Toll Brothers at Wednesday’s meeting, said the properties would be more than just places for residents to live.
“Toll [Brothers] spends a lot of time focused on the quality of [residents’] living, of their lifestyle,” said Backman. “It goes above and beyond a house.”
Construction of the homes is expected to begin in September 2025, and the community’s opening is planned for spring 2026.
The development effort is part of the city’s plan to develop residential and commercial properties on 65 acres of land Parkland purchased from the North Springs Improvement District in 2022.
On Aug. 16, 2023, commissioners voted unanimously to sell 21 acres to Toll Brothers for $375,000 per residential unit approved for development, according to city records.
The city has released renderings of the homes expected to be sold in the planned community, which would be located south of Bay Cove and east of Olde Brooke in Heron Bay, the records show.
The Toll Brothers renderings depict proposed designs for multiple home models, some spanning over 3,000 square feet.
According to the city, if all 52 homes are approved, the sale price would be $19.5 million.
Near the 21 acres owned by Toll Brothers sit 25 acres owned by Parkland, which are slated to be transformed into the “Village in the Park,” intended as a high-end downtown district for the city.
Two other nearby commercial parcels are owned by Coral Springs.
